Country of Origin Labelling is expected to cost the United States anywhere from $3.5 billion to over $5 billion.

Proponents of the C.O.O.L. program believe it will give the U.S. an advantage among consumers by clearly labeling American products.

According to Dennis McGiven, the Vice-President of Information Economics, the goal is to have the program in place for September, but there is some concern the time frame is too tight.

McGiven says the push is on, adding that Congress has said if the program is not in place, there will be a withholding of funds from the United States Department of Agriculture.
