The Estevan Police Service Drug/Intelligence Unit conducted an investigation on a male and female involved in the illicit cultivation of Cannabis. On April 12, 2019, at approximately 1:00 pm members from the Drug/Intelligence Unit along with members from the patrol section executed a search warrant at a residence located on the North East side of Estevan. The male and female were not found inside the residence but were arrested shortly thereafter. The search warrant was executed under the newly reformed Cannabis Act. Officers discovered a Cannabis grow operation within the residence. Over 100 Cannabis plants were seized along with all the equipment used for the grow operation.

The sophisticated operation included a climate controlled environment along with high-intensity lighting, a carbon dioxide regulator, and an air filtration and ventilation system. Other Cannabis production equipment to produce Cannabis derivatives, such as shatter, were also seized. Officers also discovered a loaded restricted firearm within the residence. It was determined no one within the residence was authorized to possess a firearm and the firearm was stored in an unsafe manner.

Jesse Wyatt Moen, age 32 of Estevan, Saskatchewan was charged with the following offences Possession of Cannabis for the purpose of selling contrary to S.10(2) of the Cannabis Act,  Unlawfully cultivate Cannabis from a seed or plant material he knew was illicit, contrary to S. 12(4)(a) of the Cannabis Act, Unlawfully cultivate more than 4 Cannabis plants in a dwelling-house at one time, contrary to S. 12(4)(b) of the Cannabis Act, Unlawfully possess a restricted firearm contrary to S. 91(1) of the Criminal Code of Canada, Possess a restricted firearm with readily available ammunition contrary to S. 95(1) of the Criminal Code of Canada, and Unlawfully stored a firearm in a careless manner contrary to S. 86(1) of the Criminal Code of Canada.

The female was released without charges. Moen appeared in front of the Justice of the Peace on April 13, 2019. He was released from custody on several conditions and is scheduled to appear in court on June 17, 2019, at the Estevan Provincial Court House.

 

During Friday night the Estevan Police Service arrested a 24-year-old female for failing to comply with her release conditions after she was located at a licensed premises. She was released for Provincial Court in May.

Officers also attended to a complaint of a possible assault at a residence in the 1400 block of 4th Street Friday night. A 33-year-old Estevan male was arrested and lodged in cells until sober. The matter is still under investigation and charges are pending against both parties involved. As a result of checking a semi unit in the 200 blocks of 4th Street, a 60-year-old male from Winnipeg is facing charges of impaired care and control, refusal to comply with a breath demand and resist arrest. He was lodged in cells until sober and will be released for court in May.
